Mine is in exactly this condition at the moment. When I ran it up a few weeks ago just to keep it from gumming up over winter it wasn't running properly at all, like you say it doesn't rev properly. Did a bit of measuring and the RR has definitely died on mine. Check the voltages.
Mine is not getting above 13.5V at any condition and barely 13V lights on.
Fortunately I have a MOSFET one sitting waiting to be fitted, it was a case of when I get round to it, now my hand has been forced.
