I think the impact is minimal and the people you're hitting are often the least able to manage the expenses.

People ride old bikes into London because they're cheap. They barely cause any congestion and the pollution is limited because they're not diesel and the journey times tend to be shorter.

And as you've pointed out, you can be riding a perfectly compliant bike and still not be allowed to ride it in London until you cough up for a document. That shouldn't be on us.
