NOX, nor CO2, are the full story. Diesels are terrible on particulates, which will be the next public health scare.

Bikes, in the grand scheme of things, have little impact. Banning the old ones is almost pointless, and very unfair on those with less money.

The only reason diesels were ever encouraged, was their lower CO2 output, sadly this was at the expense of public health, which they are now discovering (they were warned in the mid 90's about it, but as usual they ignored the scientific advice....)
