Turned out to be not that major at all.
Hacksawed through the bolt on the bracket side ( between the rubber and bracket) removed the bolt.

Then managed to tap a flat screw driver in between the bracket and the cage, enough to start bending the flanges on the cage back and forth until the spot welds broke.
Removed the cage and nut and replaced with a stainless nut and bolt.

Can fit a ring spanner into the box bracket to hold the nut while tightenening the bolt.
All done in situ in about 30mins

Why didn't they do this in the first place????
