I've emailed Oxford. Good suggestion and worth a go. They are not the retailer though (they don't sell direct).
They could go closer (they are adjustable) but the levers stick out too far for that.

I found the same on my (different make) handguards, there does not seem enough expansion when you tighten the screw and / or the rubber insert is too soft, either way the screw can bottom out. I replaced the supplied insert with some hard garden hose (which seemed to be the correct size) and they are quite firm now.
