Default front fork bush question

Hi all,

Been swapping over the internals from my bent race forks with some donor forks. Managed to open 3 out of 4 of the forks - one bottom bolt still refuses to do anything other than just spin - even with the broom handle method.

I've got to the stage of replacing oil seals on the first fork but I can't seem to get it in far enough.

Does the top bush push all the way in so it's flush with the recess inside the fork? ie. inbetween the stanchion and the internal bottom part of the fork. If it does, how on earth do you drive it in? I presume the washer then sits flush on top and the oil seal sits on top of that.
I've been at this all weekend and it's starting to really pi$$ me off!
