Don't know how to rectify this, you generally crack the bolt first then continue with dissassembling them. Could you put them back together again to allow you to loosen the bolt?
Yep, the upper bush does sit flush with the top of its cavity. I used a hardwood "thing" to tap it in, doing little taps while working around the edge, paying particular attention to where the bush splits.
