What she could look at is a set of Vittoria Rubino Pros in 28c. They are my winter tyres and I never fixed a puncture on them all winter... No lies. Only issue with a 28 is that you have to look at clearance with the brake callipers. A quick Google search should find the answer, if not contact Fuji directly.

The Rubinos cost me £10 a tyre.
