Assuming the point count is set appropriately you could deduct one point per year so that people who are genuinely rehabilitated will eventually drop back to zero points.

Using this system murder counts for 55 points. Do it again within 10 years and you'll still go over the hundred.

This has the advantage of eventually discounting teenage wrongdoing for those people who grow out of it. While providing a severe deterrent for those who offend repeatedly.

Maybe it's time I went to bed.
