I used the screws. Whilst glue may work for normal use, bear in mind things like a stone could get caught on the tyre and get dragged under the fender (entertaining "WTF!" noise if it happens
) before hitting the extender.
If you're worried about the screws catching on the tyre, you can always file down the sharp points once the extender is screwed to the fender.
