This is a very common problem with older SVs. The fuel tap thing sounds garbage and could be nothing more than it needing a carb balance causing a petrol smell that the garage latched onto and simply decided "that'll be it" without checking properly. The dials going mad is clearly not a fuel issue and points very obviously to electrics.
