if the chain has started rusting on the plates then nothing will stop it as the "skin" has been broken. you could try applying a rust cure like rust eater to each individual plate. or an even better idea and its what i do cover the plates in a good quality grease based no fling chain spray and dont clean it.
if you have ocd then get a gold chain.
