If it were a member it could still have it's own checks (several members did this in 2015 and it was within the agreements). Within the agreements if an individual does not have a job and does not have resources to support themselves they can be refused.

Even though we are not in Schengen any citizen of an EU member can come into UK without a visa by presenting a valid passport, and can live and work here under 'EU free movement' (not schengen rules) no questions asked. Within shengen there are no passport checks and you don't even have to really carry a passport - just an ID card - this is the reason terrorists from eg. Spain can be in Belgium within 24 hours, no questions asked, they can slip across borders as though they don't exist (which is the ultimate aim of the EU - just one big one beige coloured homogenous area).
