Basically regardless of how tight the chain is, you will be able to tell just how much your chain has stretched by the amount of sprocket tooth visable when lifting the chain from the rear sprocket. Looking at the chain from the side pull the chain away from the rear sprocket at the 3 o'clock position. If you can see any more than a third of the tooth from behind the chain, then your chain is stretched beyond servicability and should look at changing it.
