Default Scroll bar on HP laptop

HELP. My scroll bar to the right on the laptop touchpad sometimes stops working. I have a feeling that I may be pressing something which de activates it but as I am not sure I don't know how to activate it again. Where do I need to touch to activate and de activate it ????

my hp pavilion has a button that locks the touch pad, its blue and turns red when you touch it.

I have an HP/COMPAQ laptop myself, and it uses the Synaptics TouchPad. To check all is enabled, you should be able to check the mouse properties by going into Control Panel > Mouse Properties > Buttons Tab: Devices: Synaptics TouchPad > Device Settings Tab: Settings > Then you should have an option called Virtual Scrolling > Make sure this is enabled.
