Default Parliament diversion

The Parliament diversion that was in place for 2 mths in the summer for building works has been put in place again.
Is this permanent? MP's being scaredy cats P***ing off everyone else who's inconvenienced?

Today they put advanced warning notices up that it will be closed from 30/10/07 to 12/11/07.
