Yes. Don't expect miracles, but there's definately a slight improvement.
The wires can be disconnected either at the ignition unit, or at the wire connector on the left frame rail forward of the rear cylinder head. Whichever you do the result is the same, the ever-so-slight ignition retard that occurs in 2nd and 3rd gears is removed.

my mechanic told me that it doesn't make any difference on an SV!
on only a few models you have a difference, such as the Hayabusa and some other gsxr's (note: I am not sure about which models...) and I believe him :P |

I noticed the difference too!! Not much but noticeable power increase in 2nd and 3rd!

Doing a search likely wouldn't have thrown up the disagreement...
What I'd say is, if it doesn't change anything then Suzuki wouldn't have fitted it. Any complexity costs them money. They went as far as to amend the machining for the K1 just to remove one bolt and one tapped hole, so why would they leave needless wiring complexity?
