Whoops, I made a seperate thread in biking issues (as it is related to the roads/biking). For once Joe Public makes the right decision, well done Blighty.

It was expected

In 'theory' it's possible that it 'could' still go through, as the AGMA Council has still got to decide and has the final say... however they need 7 out of the 10 Councils to say yes for it to go through.
However those Councils that hadn't made a final decision were going to go with the outcome of the referendum, so it's VERY unlikely to happen
