I might just want to know a bit more about the history. With no documents and no ignition I'd want to make sure the engine and frame numbers were still there, and if not why not (there are believe it or not legitimate reasons for them being removed). He does suggest there is an engine number....
Oh and not Minitwin legal with those forks/brakes. |

Rules from ACU handbook: -
If the engine or frame number on your bike has been tampered with, don’t bother taking it to an ACU event. There’s a bike stolen every seven minutes, 120,000 are still missing the value of these is in excess of £70m, result; sky-high insurance premiums, many existing riders forced off the road and newcomers who cannot afford the insurance Police experience has shown that a number of stolen machines, engines and parts end up on the race track. If there is no demand for them, there will be no market, and theft would diminish. Help us to stamp out theft. Have nothing to do with dishonest dealers and those offering bikes and parts which are known – or suspected of – being stolen. Anyone found in possession of a machine with tampered or defaced engine or frame numbers will not be allowed to race. THERE IS NO PLACE IN OUR SPORT FOR DISHONESTY IF YOUR MACHINE HAS AN ERASED OR ALTERED FRAME OR ENGINE NUMBER, YOU WILL BE PREVENTED FROM RACING. The only way they will allow a frame with no numbers on there is if it has been bought directly from the manufactorer to replace a previously damaged one specifically for racing, complete with proof i.e. receipt |

The only problem with that rule, and I'm not saying I'm against it, is that it can disadvantage some riders who built a bike cheaply from salvage parts. Insurance companies are all to quick to write off a frame, some are classified as Cat B for nothing more than gravel rash to a side rail, and as a result the salvage yard are technically not supposed to sell it on for reuse. If they get caught doing so they can lose their licence to break salvage, so they take all the numbers off the frames to prevent them being traced back to them. The frames are perfectly usable, and many find their ways onto track bikes. What riders then end up doing is stamping them with false numbers, (which they get off another bike) just so they can race them. I bought a ZX7R once that had exactly this done to it and it caused all sorts of problems when I went to put it back on the road because DVLA nearly issued me with the registration number from the other bike. Fortunately I was able to ID the frame and get the insurance company to re-classify it allowing me to have the original number back, but not everybody is so lucky.

Ain't my rule its the ACU's and if your racing nationally you have to abide by them even the nobudget cup is covered by ACU. The also check this at scrutinering so it will be picked up.

I just think a frame that is an economic write off from an insurance company should still be allowed back in use, be it on the road or a race track. This stupid rule about not allowing them to sell them on just encourages them to grind out the numbers, and that in itself provides a cover for those who grind them out illegally.
