Both if you can. Otherwise:

I find the leathers much comfier in the warmer weather and you can always get a waterproof oversuit to go over them (don't forget to keep a carrier bag in the pocket... There is a trick to getting them on ; ) ).

But if you are using it to commute then textiles are great as you just kit up and go.

I got REALLY bored of putting the waterproof oversuit on but it is a good cheap way to get started off, have your leathers and the back up of the oversuit for the rain. My Hein Gerike one was £50 and possibly the best £50 I ever spent as it was double skinned and just bang on

I came off in my textiles (oo-er) and was fine apart from a poorly ankle and bruised ribs

They did the job

If you want to wear work clothes under your kit, it will have to be textiles. Leathers need to be tight and will crumple your clothes up. Go for textiles first (best you can afford) and save up for leathers for weekend fun.

textiles if you want to put cloths on underneath

i use both though, leather bottoms and a textile jacket (same range so they zip together) as i find this makes my kit quite flexible
