Buy a syphon off ebay, and a 20l Jerry Can. Drain the tank and make sure you get a petrol filler funnel (has a steel filter in it) for when you re-fill it.

I think draining the carbs is in the Haynes.
Sounds like the filler cap drain is blocked or rotted through, drain it down and have a lookski.

Hopes this helps

Without buying stuff. Remove tank from the bike (2 bolts under the riders seat + 2 at the front) then with a large bucket underneath, remove the fuel tap allowing all the bits to fall in the bucket.

Water is heavier than petrol, which means the water will be at the bottom of the petrol tank. If your crafty and careful, you could just possibly drain a little of the fuel out of the tank getting rid of the water at the same time. Could just possibly save you a bit of time and effort. Possibly, maybe.

i just took my tank off and removed filler cap then poured it into a bucket.

there are drains on the carb bowls, 4.5mm allen key iirc

it has been 3 years since i owned a curvy, my memory has been partly erased by fuel injection happiness...

When I drained my pointy one, I removed tank, plugged the fuel pump back in and kept energising it with the ignition to pump it out, worked a treat.

Suck on the vacuum hose lol, then catch the petrol flowing out the other hose. I assume like others Screws on the bottom of the carbs to drain them

Just drain a pint into a pint pot, leave it for a few minutes and any water will separate out.

also drain some out of the carbs, though it means some interesting manoeuvring
