Belive it or not that actually worked! I had to give it some welly and I dont think my hand will be the same for a while, but it worked!

It was really loose got it as tight as I could and then got some mole grips on it!

I believe the correct tool is what I would refer to as a "C" spanner. Also what you use to tighten the chuck on a milling machine

C spanner to adjust preload, to adjust rebound it is like a small sprocket on the bottom of the shock, I got some large mole grips on it and its all good now!
