this is just like the idear of putting co2 under the sea to combat global warming, surley co2 is a insulator and would warm up the earth?

If the CO2 is in the ocean, its not in the air, so its not acting as a greenhouse gas.

This sort of using bombs to control weather is not a new idea. Been around for a while... the idea is that there are lots of clouds about that are almost raining, but not quite, if you physically shock them they hit the point that they will rain.

Playing god... meh. Some of us dont have to play at it.

Silver nitride usually, isn't it? Something like that. The stuff that can be used to seed a cloud with rain.

Funnly enough the Russsians have been doing this sort of thing for many years now. And they make no secret of it either. They just see it as their right as they have the technologly (and hugley crapy weather).
