Been around for a while... the idea is that there are lots of clouds about that are almost raining, but not quite, if you physically shock them they hit the point that they will rain. Playing god... meh. Some of us dont have to play at it.

Funnly enough the Russsians have been doing this sort of thing for many years now. And they make no secret of it either. They just see it as their right as they have the technologly (and hugley crapy weather).
