Default passport signatories

my kids are needing their passports renewed. my daughter is almost 16 and therefore it will be an adult passport. she needs her photo signed. looked at list of people who can do this and basically they need to have known her for 2 years but not be a relative. Problem being we have just moved down south and dont know anyone really, she has not met her doctor, doesnt know anyone in bank. is there any way (legally) around this. she will probably have to go for an interview too.

Can you send a picture to somebody that has known her for 2 years or longer, so they can sign it? Or is that against regs?

It always made me laugh the photo signing thing. They say that someone who has known you for 2 years, like a doctor. I dont think i have seen the same doctor in 2 years and most doctors will charge you for the privalage.

Anyway, didnt she have a passport when she came out of Scottyland?
