Default tank bolts not line up?

Hi everyone i have just recently got a spray job on my SV650. When putting it back together my tank bolts by the handle bars are about 3-4 mm out of line of the holes which they screw in. Has any one got any ideas which may solve my solution.

I have got a small idea what it might be. You know the rubber insert which goes on the other end of the tank where the pivot bolt holder is, i am unsure which way around this may go even though i have got it same way around as my other SV is doesn't line up.

Could someone comfirm me which way around the rubber insert goes whether the chucky side goes facing up or down. Or a solution to my problem

Have you tried loosening the hinge bolts? I put mine back on after a service and had the same problem. I loosened the hinge bolts slightly and lined up the top bolts before doing them all up at the same time.
