Change your tester. Mine thinks a loud can is an essential safety feature. Besides which ask him how he decided it was to loud. There is no noise test required for an MOT. Simply a subjective assessment.

Following on from TW,
Ring round a few places (as if it's your first MOT, not that you were recently failed) and ask them. Did with mine, was told it would probably pass without the baffle as subjective these days, but a baffle would help. Ste

Agreed, a new MOT cert at £30 must surely be cheaper and less hassle then buying a can
