is it triple when referring to a collective i.e. triple cylinder....
and then treble when referring to an effect i.e. the volume is trebled... but then volume can be tripled - doesn't sound lexically correct? is it too early to throw 'trio' into the mix?

well who is indefinite but whom is trying to apply it to someone without knowing who it is I guess?
To who? sounds like a question To whom sounds like it's addressed to somebody but none of us are quite sure whom it should be addressed to...

if you can re-arrange the sentence and put a subject pronoun (I or he) instead of who/whom you should use 'who'. If you can put an object pronoun (me, him) instead of who/whom, you should use 'whom'.
