Default Rear brake siezed (cbr 125)

The piston in the rear brake on my friends cbr won't go back, it still works (kinda all the time), it comes on but when you take the pressure off the pedal it's still applied. Bike rolls but with noticeable resistance.

I've taken the caliper off, pads out, cleaned the pins, wound the piston back in, applied copper grease but after putting it back together it's still not returning.

What's needed?
I'm guessing stripping the caliper, a good clean and new seals?

Cheers
