Sony invented these icons in 1965. They were ratified as universal symbols in 1973 by the IEC.

The pause icon wasn't around on reel to reel, that was invented when Philips invented the compact cassette.

Play, fast forward and rewind were around on reel to reel though

I believe the pause symbol derives from the fetura musical symbol, meaning pause.

My guess for the others is the Ampex Corporation.

That sort of thing fascinates me so I had a dive around t'interweb.

In 1961, Grundig didn't use them


But, by 1963 they were


This Sony dates back to at least 1964


Just found an even earlier Grundig which has their own weird symbols


Ampex is probably as gooda guess as any. Dynavox, which became ReVox, tended to use words instead of symbols
