Default Builders and decorator types. Help needed

My bathroom has patches all over it with the paint falling off like in the picture below. It hasn't been repainted since new which was about 9 years or so ago. I have an extraction fan in there and it rarely gets steamy. The patches are mostly on the ceiling but also on the wall in small areas.

Can someone advise me how I can go about painting over this mess so that it won't start happening again?

Is that plaster showing through?
I would scrape and/or sand the crappy paint off. Repaint with a primer coat (a watered down mix) then cover with a non-watered down coat(s) of specific bathroom paint as required.

If there is any stains/ watermarks get a tin of Stainblock and paint the area a couple of times

Yep it's plaster. There aren't any stains that I've noticed. I think they builders may have just used any old emulsion rather than kitchen and pathroom paint. I'm not sure that painting up to the edge of the patches will stop it flaking off further.

mine did that above the shower. I removed all the flakey stuff, painted it with some stuff called Dulux sealer which is pink but drys white, then painted over it with emulsion. Its never returned after 2 years

Actually It might be blue and drys white - I forget.

Mixed reviews say it leaves paintbrush marks - taking a look it looks OK to me, though my surface isn't smooth in any case

take a scraper and scrape what you can off then feather the edges with sandpaper and paint. it's lasted 9 years doing it again will last another 9.
