Default Curvy won't rev?

Hello, I've just bought a 99 Sv from a mate. It hasn't run for a year. It has been garaged, but it just wouldn't start. The spark was fine and it appeared that there was no fuel getting to the carbs. I stripped the fuel tap and found that the metal piston in the centre of the diaphram was seized. I cleaned it up and it started straight away. The bike starts on the button, but when I try to rev it, it just dies. I haven't changed the fuel, so I wasn't expecting miracles, but it should still rev. Has anyone had this problem before? Does anyone know if the frame mounted vacuum pump can be stripped? Any suggestions would be appreciated.

I would suspect if you've needed to clean up the fuel tap then the carbs are pretty gummed up to, first check the mechanical linkage (make sure the throttle movement actually moves the valve) as that's an easy one to see, then I'd move onto a carb strip and clean, wemoto carry all the spares here.
