If you have a server with php and MySQL database then use a content management system to built it

Do what you can via either Facebook &/a Wordpress blog site.

Seriously, cheapo / freebie options almost always without fail look dreadful, don't work, can't be found by search engines and are a complete and utter waste of your effort.

Trust me - we get loads of them to fix!

WordPress is very easy to setup.

Find a theme which isn't too 'bloggy' and use that.

Here is one i made earlier... See what I did there?

I agree with JamesMio, if it is for personal stuff, then wordpress or some other cms with templates will be ok. If it is for a business, get it done professionally, it really does show if you cut corners.

Have a chat with JamesMio, and if he can't help you give me a PM.

Another vote for Wordpress here. Easy to get to grips with and can look great. I've used it for many a client site and no complaints.
