Have you tried lubing the cables? Whenever i got the carbs out i always lube the pivits, rocker and springs, also try a little grease inside the switch gear were the throttle tube sits and make sure the grip isn't rubbing on the bar end

The cables can stretch. How old are they? Once they stretch they are a bit too big for the covering and drag along the inside.

It could also just be that they need oiling. I would try this first and see if that makes things better.

I've got this problem too... accompanied by a squeak from the rear carb when the throttle is opened. Think the bushings in one or both carbs are seizing up against the shaft(s). I've had the cables off just like you, and lubed them, the cables and tube are free.

Haven't got the nerve to take the carb(s) off yet... getting there though!

I had a problem with play on the shaft that opens the rear carb butterfly, it ws giving sync problems because there was to much play, i ended up replacing the shaft and butterfly's. It would be a good idea to lube the pivots on the b'flys and shaft too

I just replaced my choke cable. Putting everything back together, I made the throttle return cable too tight - throttle stiff as hell, RElaxed the return and it was fine,

I reckon it could be a little bit stiff at the other end, or just need some adjustment- there's adjusters under the bars, and at the carb end, obviously it's easier to get to the ones under the bars! Having said that though, what you describe's not so much stiffness as oversprung? If it were stiffness, you'd be able to take your hand off the throttle and it wouldn't close, so wouldn't cause discomfort (unless the sticky throttle caused you to ride into a bus)

I thought we were getting sidetracked I can't remember for sure, but I think there's only the one spring on the actual carb, that drives both cables. I'll have a look at my spares when I get home though (if I remember ) I can think of loads of ways for it to get too loose, or to get stiff to open, but I can't figure out how your problem would happen. Probably being stupid...

Id replace the cables. I lubed mine, but the difference with new cables was immense.

Shouldn't really cause this problem though? It's returning too hard, it's not the usual stiff throttle things.
