The top rubber dust seal on my stem is looking grotty and breaking up. I am taking the top yoke off while tidying up the bike but I can't see whether it is trapped under the main stem (bearing) castellated nuts, can I change the seal without touching the bearing nuts?

Since the seal is to keep dust out of the bearing, it sits on top of the bearing, and under the nut.
