I use sipgate. Local number, 1.1p per minute, no call connection charges, no monthly fee. online billing etc.
Best thing is that it cost nothing to get a number. Just install an Voip ATA, sign up and get a number. Pay nothing and recieve incomming calls. Best way to judge quality of service before you then decide wether or not you want to pay them for outgoing calls.
