Default Steering Stem Assembly Question

I'm putting my steering stem back on, and i cant seem to figure out which direction a nut fits. Its the nut which you tighten with a c-spanner (notched nut), and has a lip on the inside of one side. Does the lip face up or down. My Haynes manual is useless for this.

If it's the bottom nut you're referring to then it goes lip down and the space afforded by the lip is where the seal goes.
