Connections.Make sure the battery connections are tight, and there is a good earth to frame and engine. Then try the solonoid bypass. With ignition on get some wire and go direct from battery positive to the starter motor. If this starts bike then you have a problem with the wiring that you have just bypassed-----probably the solonoid.

Ok, I tried the solonoid bypass, this did not work.

I have checked the charging current when the bike is running. It seems that when the bike is on idle, its charging at a rate of approx 1.8A, which dropped to approx 1.6A when switching the lights on, to me, this seems fairly normal. But, then when revs were brought upto approx 3000rpm, the charging current when negative, so the bike is drawing current from the battery when the revs are increased.

Now i'm truly baffled! any ideas?

Just to confirm again, the battery and reg/rec are new, so they should both (hopfully) be working properly.

i think stripping the bike and inspecting the loom could be the best method of attack

On another thread about electrical woes, someone pointed out that on the curvy sv`s the seat bolts can pinch the wiring loom and cause all sorts of grief so check that area.
If the bike is not starting because the starter isn`t turning, or turning quick enough even with a good battery and solenoid, you may have a lazy starter motor.
