I don't know if theres anything in law about indentification, but I would think there would be in Force Policy. I'd argue you're entitled to their details i.e. PC 1234 Smith of Anytown Police Station. You have to be given those details when you're searched and in the days of accountibility would expect that always to be the case should a complaint be forthcoming. In the case of the OP in my opinion i'd think he's entitled to know who is taking his bike simply so he knows who to contact regarding the incident, let alone a complaint.

The only time we withhold details is in cases of Terrorism, in which case you'll only be given a warrant number, no name or collar number etc (at least where I am that's all you'll get.)

But there is a whole lot more to this than just the speed or manner or riding. The belief that this elusive plate should exist? The attitude of the rider? Any comments from the rider? Any existing intel relating to the use of the vehicle? Nothing on the rider to negate the Officer's claims despite the fact it's his responsibility to prove his license?
