Why is he being called a Terrorist?

He's a loner that hates people not like him and planned to blow them up with bombs.

Just another common or garden type wierdo. How come he's branded a terrorist tho? I thougth a terrorist had aims to change a politcal system to his will thru terror. or are we going by the new american definaition of anyone who uses violence or threats of violence?
