I can get by and hold my own in a conversation, I have some fluency, but I'm not really fluent.

Best way to get started if your a complete non speaker would be night classes, if you did French at school get the same textbooks as you used (Tricolore?) from the library and jog your memory, but for learning any language to any kind of fluency nothing beats spending some significant amount of time living and working in the country and being surrounded by it all day long, people, newspapers, TV, signs, etc.
