Any public organisations (universities. colleges, councils, charities etc) have to advertise by law.

Happened to me aswel, it was written for a specific person. I found that out through a mate who was working as a surveyor for the client.
It would have been the easiest £26k a year Building Surveyor and did contact management and thats it
