the pads have a metal backing plate which is re-used everytime new pads are put in, you put copperslip between the pads and this plate to prevent squeal/noise apparently

slip also goes on the pin and caliper bolts to stop them seizing

only thing is, does copperslip on a bolt affect it's torque value? I.e. tightening a bolt to a specific torque with no slip versus copperslip must affect that value somehow?

Yes. Adding grease/oil increases the tension on the bolt for a given torque.
