I wouldn't be at all fussed so long as I could verify the reg number against frame and engine number by HPI check.
I do think it's a pain to have to pay for this, surely if government wanted to crack down on illegal motors this should be free.

yeah I bought a bike without V5, or even keys
 Wish I hadn't  But only cos I still haven't done anything with it, except register it, in almost a year
