Have you got something you can plug into the socket that has a switch on it? I'm thinking maybe something is shorting as the plug is inserted rather than when current is drawn - as you say your phone charger should be easily accommodated bya 10 amp fuse. If you had something that wasn't powered as the plug is inserted this could be ascertained, hence the switch question.

Edit: Maybe something with a plug and wire but not the accessory itself? Just a thought
