Google is your friend (although not always 100% reliable when it comes to the law). It says:

It's not illegal to posess them as they are inert when not in the weapon.
It is illegal to buy or sell unless both parties have valid licenses
It is illegal to make a gift of them to anyone under 15
It is illegal to dispose of the cartriges by burning or by any method other than intended.

Just some random facts for you.

Exactly they are useless unless you have a gun to fire them therefore not illegal to own. If you do set one off outside the confines of a shotgun barrel they are relatively harmless so do not require a licence to posses fact.

I would have thought they'd still be pretty bloomin dangerous. Just picking them up gives me the heebyjeebies

I have shot clays for years cartridges are harmless shotguns are not in the wrong hands
