Lift the back of the bike and measure again with the shock fully extended. You'll need a friend - one to lift the bike and one to measure.
If you can get the back end in the air with an abba stand or similar all the better and you can do it on your own. Rear paddock stand is no good obviously as the shock is still taking the weight of the bike. |

Right then, I've had a go with me trying to lift it with my dad measuring n he reckons 23 inches. Can anyone help at all please????

That's reasonable for sag, you wouldn't want to wind it up much more to compensate for the low ride height.
