How old is the house / artex?
Artex used to have asbestos in it to strengthen the mix. If it's more than about 25 years old it might be worth getting it checked - especially if your planning to sand it down and skim over etc. |

Personally I would rip the lot down (filthy horrid job) and re-board it (If you are reasonably competent on the tools) Then get a plasterer in to give it a skim
I can provide the name/number of a Manchester based plaster I can recommend
