How old is the house / artex?

Artex used to have asbestos in it to strengthen the mix. If it's more than about 25 years old it might be worth getting it checked - especially if your planning to sand it down and skim over etc.

All of the stuff ive come across so far is plaster based, some reacts and causes the plaster to blister even with pva.

Personally I would rip the lot down (filthy horrid job) and re-board it (If you are reasonably competent on the tools) Then get a plasterer in to give it a skim

I can provide the name/number of a Manchester based plaster I can recommend
