Tell him to go somewhere where they aren't a bunch of ****s and spend his money in another country. Seychelles are nice, as are the Maldives and neither would give it a second thought.

Does a "street caution" show up on a CRB check(any level of check)? If it does I bet the USA will know about it.

A colleague of mine got sent back home by US immigration because he could not assure them that there wasn't an American who could do the job he went over to do. Ironically, he was over there to train people to do his current job...
So he turned around and came home again.

I do find the US immigration people "difficult". They have loads of US residents queues, then when they've processed all the US residents, they stand around chatting rather than trying to process people as quickly as possible. I'd like to think it was different in the UK.

Right they sent the ACRO form on monday and the results....

No trace, so does this mean that for the following question he can say no and apply for a normal visa ?

Travelers who have been arrested, even if the arrest did not result in a criminal conviction, those with criminal records, (the Rehabilitation of Offenders Act does not apply to U.S. visa law), certain serious communicable illnesses, those who have been refused admission into, or have been deported from, the United States, or have previously overstayed on the VWP are not eligible to travel visa free under the Visa Waiver Program.

Someone in blue will confirm but i didn't think a street caution was an arrest. If thats the case then yes he can answer no.

He was not arrested if it was dealt with on the street. We call them cannabis warnings not cautions in town. Caution makes them sound more serious than they are.

As Blue Pete and others have said, if he wasn't nicked or given a ticket (fine) then it won't have been crimed and they wouldn't have generated an AS (arrest/summons) number, so it won't be on PNC (Police National Computer), which all equals no trace on a search other than on the local force database, and that would have been weeded by now.

Answer "No" with a clean conscience. Enjoy the holiday!
