Because in his eyes he has decided that the blue car caused the damage to his.

The grey car driver isn't in the same boat as the owner of the blue car is he. They grey car has been damaged by being hit by the blue car. The owner of the grey car knows which vehicle is responsible for the damage to his vehicle.

Its an unfortunate set of circumstances, which is why I said report it to the insurance company and let them deal with it and not enter into any more discussion with the owner of the grey vehicle.

Can you explain to me how the blue car is responsible for the damage to the grey car?

If you come to a stop behind a stationary car, then somebody runs into the back of you, shunting you forwards into the car in front, who is responsible for the damage to the car in front, and whose insurance pays for it? The answer is the car at the back and that's the case regardless of circumstances, because after the event it's impossible to determine who stopped in time and who hit who first. The only sure thing is the car at the back didn't stop in time.

In this case it's completely clear cut because there are witnesses that saw who caused the shunt, and neither blue nor gray were even being driven at the time of the incident.

You are right that the Grey car knows who is responsible for the damage, because the shop worker told him, and he's turning the blame on the wrong insurance policy.

Yes. Doesn't matter. The insurance covers the driver, not the car. The driver of the blue car is not responsible for the accident, unless she was negligent in parking the car. As far as we know from the OP the car was parked safely and securely. She was not even present at the scene.

Both were in the shops and came out to find their vehicles damaged by the actions of another DRIVER, they are both innocent, both in the same boat and neither of them at this point in time have a DRIVER to claim against.

Been there - been the meat in the "car" sandwich (no fun by the way). Was stopped at the time and the guy I was shunted into knew it. In my case the car at the back causing it all was not able to drive away but it did not stop the front car caliming against me when he found the causing car was technically uninsured (long story).

As already said, let the insurance companies sort it out.

if like most people you have protected no claims then the accident wont effect you insurance now or in the future,so just tell it like it happened and they will sort it out,that why we have insurance so they can sort it out

Oh yes it will.
Come renewal you will have the premium loaded because of a claim.You still keep the protected bonus,but on a now dearer policy.

Yeah they sort it out, you pay, and they sort it out to mug you next time around. I had protected no claims and still got screwed.

Its as what happened to Soulkiss

The owner of the silver knows who hit 'their' vehicle (Ian's better half), so is legally entitled to claim off that vehicles policy. With the damage to the middle vehicle, that will be but against the MIB pot as that claimant is also not at fault (technically, even though the damage to the silver car will be on record) unless the first vehicle is traced and can be proven that it was involved.

Let the insurance sort it as both will come out of the MIB pot in the end.
