Speeding on a bicycle doesn't exist in law.

It also appears that she failed to see the Sky Team car that was following him so that kind of speaks volumes...

Quite!

Fact is and always will be that sooo many drivers have no idea what is going on outside their little bubble, see absolutely nothing around them let alone two wheeled road users, are cocky and complacent due to experience/knowledge of their usual road and cannot foresee potential hazards at all.
I was hit on my bicycle from behind on a straight road in broad daylight two years ago. He drove straight into me. at about 50mph. How could he not have seen me??!!

It might slow you down , but to stay safe you have to assume they can't see you and have an escape plan.
Its no good having the right of way when there is a 2 ton object in front of you.
